From the Editors:Such was the topic considered by members of a new discussion club, "The Free Word" [Svobodnoe slovo] , along with specialists from the Institute of Philosophy, USSR Academy of Sciences.

The topic of our discussion is extremely complex by virtue of the diversity of problems it covers, their contradictions, and their many layers. An objective analysis is complicated by the fact that we are "by origin from there," that we were all drawn into the process, and that it is difficult, if not impossible, for us to distance ourselves from this fact. Being involved in what happened is, on the one hand, a positive factor: it gives access to occurring events (...) through a knowledge of facts and details that is difficult, if not impossible, to obtain for an investigator of the events many years later. But such involvement not only discloses the truth, it also creates the illusion that one possesses the truth, because a participant in events often makes his personal beliefs about them the basis of theoretical generalizations. A participant and a witness are very different categories in terms of their objective relation to actual facts. (shrink)

On 17-18 June of this year [1974] a discussion of the journal Voprosy filosofii in the past few years took place at the Academy of Social Sciences of the CPSU Central Committee at a session of the Special Scientific Council on Philosophical Sciences and readers of the journal. This event attracted considerable attention from philosophers working in the Academy of Social Sciences of the CPSU Central Committee as well as in other institutions, for example, the Higher Party School, the Institute (...) of Social Sciences of the CPSU Central Committee, the institutes of the USSR Academy of Sciences, and a number of higher educational establishments in the capital. The article is devoted to the problem of studying the relationship between language and ethnic culture. It analyzes Bashkir toponyms associated with the cult of fire. The Bashkirs, like many nations, including the Turkic and Mongolian, have thought that fire symbolized home and was the protector of the family. The Bashkirs worshiped fire as cleansing and healing power, while at the same time the fire represented formidable and dangerous force. Fire in the Bashkir mythology is closely related to its opposite (...) element - Water, with the gods of the upper world - the Sun and the Moon and the deity of Earth, geographical names of Bashkortostan testify this. On the material of Bashkir toponymy and related beliefs it was attempted to do a semantic etimological-onomasiological reconstruction of the Bashkir deity of fire Otukan, which dates back to the old Turkic deity Yduk Otuken//Otukan. In Mongolian mythology, it corresponds to the deity Etugen//Otuken, associated with the cult of the mother goddess, earth and fire, and in Japanese mythology - with the god, the owner of the land, - Ootukonu-si-no kami. According to the author, the formation of names connected with ‘fire‘ in the Bashkir toponymy was promoted by the worship of the deity of fire, the tribal fire, the tribal habitat and the family by Tatar-Mongols. Interesting is the fact, that the base ‘ut‘, which is connected with the ancient Turkic beliefs, also builds a theonym, a toponymic term, a geographic name, an ethnonym and anthroponym, i.e. it permeates the entire onomastic and appellative vocabulary. However, at the appellative level, this lexical item has no religious significance. For example, Otukan, TÓ©kÓ©n, Ò®tәgәn, Ò®tәk, otaq in Turkic languages have the meanings of ‘home‘, ‘yurt‘, ‘mountain valley‘, ‘flat place in the mountains on the hillside‘, ‘southern winter quarters‘. This relationship is explained by the fact that, initially, perhaps, yet there was the worship of a female deity Otukan that embodied fire and was associated with the earth, with the habitat and the ancestral hearth, where the original base morpheme was ‘fire‘, then it was associated with the deification of family and tribal territory, and later with the deification of the person of the ruler, this lexic item has spread throughout the onomastic vocabulary and in the appellative lexicon within the meaning of the place of residence. Hukuk sistemleri, kişinin maddi varlığı kadar manevi varlığını da korumayı amaçlamaktadır. İslam’ın insanı konumlandırdığı yer sebebiyle fıkıh da insanın manevi varlığını koruyacak normlar ortaya koymuştur. Yargı alanında asırlar boyu bu normları esas alan Osmanlı, Batı’nın etkisiyle birlikte bu normları kanunlaştırmaya başlamıştır. Bu kapsamda insanın manevi varlığına yönelik tecavüzler de kanun metinlerine girmiş, mahkemelerin davaları bu kanunlar çerçevesinde ele almaları istenmiştir. Kanunlarda ise manevi varlığa yönelik hakaret suçlarının klasik Hanefî fıkhına uygun olarak düzenlendiği görülmektedir. Lakin kanun yapımında zamanla fıkhî birikimden daha (...) az yararlanılmış, suçun taksiminde Batı sistematiği esas alınmıştır. Günümüz Türk pozitif hukukunda “şerefe yönelik suçlar” içerisinde düzenlenen hakaret suçunun da bu sistematiği takip ettiği ve Osmanlı pozitif hukukundan etkilendiği görülmektedir. Çalışmada hakaret suçu, Türk hukuk tarihinde birbirinin ardılı olan klasik Hanefî fıkhı, Tanzimat Dönemi kanunları, bazı konularda eski Türk Ceza Kanunu ve günümüz Türk Ceza Kanunu üzerinden mukayeseli olarak ele alınmaya çalışılacaktır. The work named Fusûlü'l-İmadî, which belongs to Ebü'l-Feth Zeynüddîn el-İmadî, the grandson of Burhaneddin el-Mergînânî, the owner of the famous Hidaye, which includes the subjects of Fürû-i Fiqh and the law of trial, has been one of the main works that has been applied by influencing many mufti, kadi and jurists, especially the Ottoman sheikhs. The work is also important in terms of being a source for many fatawa and fürû-i fiqh works. The fact that the work written in the (...) Fergana region is one of the main sources referenced both in the Ottoman geography and in other Muslim geographies also shows that the work is valuable. In this study, by pointing out the importance and value of the work, it was tried to determine the contribution of the work to the Ottoman period fetâvâ mecmuas and Hanafi fiqh literature. In the study, the life of Ebü'l-Feth Zeynüddîn el-İmadî was mentioned, and his work Fusûlü'l-İmadî was examined in detail. The contribution of the Ottoman Fetvâhâne, which uses Fusûlü'l-İmadî as a source, to some of the fetâva works, which are accepted as one of the most respected fetâva journals, is discussed and some quotations from the work are included with their examples. In addition, the contribution of the work to the Hanafi fiqh literature was examined on the basis of some fürû-i fiqh works of the Ottoman period and the work called Mir'ât-ı Mecelle. Thus, by pointing out the importance of Fusûlü'l-İmadî and his contribution to the literature of fiqh and fatwa, this work was drawn attention to new studies. (shrink)

The number of writings devoted to the philosophical and sociopolitical views of Paul Lafargue is not small. However, his literary heritage has not been published in full to this day. Nor is there a complete biography shedding light systematically on Lafargue's activity as one of the leaders of the socialist workers' movement in France, as a journalist, philosopher, and scientist. In this connection the book by Kh. N. Momdzhian is indubitably of interest. It is the most comprehensive work on (...) Lafargue in the Soviet literature. (shrink)
